Hui-chin Chen, CFP® is the Owner of Pavlov Financial Planning and Founder of The CIGA (Collaborative Independents Global Advisory) Network.


As a first generation immigrant to the US and a globally mobile professional, she knows firsthand how much time and energy goes into making prudent financial decisions involving ties in more than one country.


Hui-chin specializes in helping Americans working abroad and green card/visa holder working in the US with their unique financial situations. Her mission is to make global financial planning accessible to everyone who calls multiple countries home in their lives, whether through career, marriage, or birth.


She graduated from Carnegie Mellon University and National Taiwan University and speaks fluent English, Mandarin Chinese and Taiwanese, and is conversational in Spanish and Japanese.
